Good practice submission

Please describe the main road safety challenges/problems you have addressed or are addressing. 
On each decision‐making level a road safety management system should be established and operated. It starts with identification of hazardous road locations, followed by their analysis, priority setting, proposal and application of countermeasures, and evaluation of effectiveness. The system leads to rational use of limited resources for safety improvement; otherwise there is a risk of selecting incorrectly identified locations and applying unproven measures.

Name of action 

We focused on South Moravian region (national and regional roads – those categories are managed by two agencies). The whole 2nd class road network in Czech  region of South Moravia was used. The network was segmented into intersections and section between them. We collected necessary data (accidents, traffic volumes, road parameters) for each segment. With this data accident prediction models were developed and applied according to EB methodology. The result was safety ranking of segments. We listed the top locations (the ones with the highest potential for safety improvement) and handed them over to road agencies. In parallel, we created on‐line maps with all results, where it is possible to select the locations based on one of three priority levels. Road agency may thus shape investments according to the available budget. After meetings and discussions with road agency by the end of 2015, they welcomed and accepted the results. To confirm their commitment they created a special fund (20 million CZK = 740 000 €), devoted as a financial source for follow‐up road safety treatments on the identified locations.


How have you shared information about your project and its results? 
The main dissemination about this practical implementation into the practice will be presented at the workshop “Current issues of road management and maintenance” in Znojmo between 3rd and 4th May 2017.
