Updated rules for safer roads, less air pollution and digital vehicle documents

The European Commission has unveiled a major overhaul of road safety and vehicle registration rules aimed at improving air quality and reducing road accidents across the EU.

The proposed regulations will introduce enhanced vehicle inspections, including periodic checks for electric vehicles and driver-assistance systems, annual inspections for older cars and vans, and advanced emission tests to detect high-emitting vehicles. Additionally, digital vehicle registration and testing certificates will streamline administrative processes, while measures against odometer fraud will help protect consumers. The reforms also ensure mutual recognition of periodic inspections for those residing temporarily in another EU country.

These changes are part of the EU’s commitment to safer and cleaner mobility, with projections estimating the prevention of 7,000 fatalities and 65,000 serious injuries between 2026 and 2050.

Commissioner for Sustainable Transport and Tourism, Apostolos Tzitzikostas, emphasised that the initiative is a significant step towards achieving the EU’s goal of halving road fatalities and serious injuries by 2030.

The European Parliament and the Council will now review the proposals. If approved, the Commission will implement further measures to support enforcement and cross-border cooperation.
