The main problems and challenges in terms of road safety in our territory are linked to road indiscipline on the part of electric scooter and bicycle users, predominantly young and, consequently, on the atmosphere of insecurity that this causes in the rest of the actors present on public roads.
For this reason, it is necessary to tackle the problem through road safety training strategies for these groups, in addition to those others labeled as vulnerable.

In addition to the different Departments of the Sant Boi de Llobregat City Council, involved in the development of the Rodescola project, it is also based on the support offered by the Asociación de Voluntarios de Protección Civil of Sant Boi de Llobregat, which provide the security activities necessary to pedal in a group with minors on public roads, encapsulating the group en route and protecting it from any adversity that could threaten its participants.
In addition, they provide support to the police educator in the dynamization and indications of their activities with schoolchildren.

Please describe the project activities you carried/are carrying out and the time period over which these were implemented.

"Rodescola", a term resulting from the contraction of the Catalan words rodes (wheels) and escola (school), encompasses all those educational-training actions created and adapted by the team of police educators from Sant Boi de Llobregat as a methodological tool for teaching driving the bicycle and promoting its use, designed and made specifically for its deployment among the school and extra-school community and, in turn, serving as a platform to promote the habitual use of the bicycle among our citizens in general.
In turn, Rodescola is constituted as a space for free occasional provision of material and bicycles to those local entities that require it for the celebration of their own activities, related to safe and sustainable mobility.
In addition, Rodescola is also a space for the provision of compulsory community services for 4th ESO students, in which they carry out support tasks for the educator in the revitalization of content and management of the material used, as well as a space for switching administrative sanctions to the Ordenanza Municipal de Civismo y Convivencia by its minor offenders
The Rodescola project was created and launched at the beginning of the 2008/09 school year, only interrupted in time by the declaration of a COVID health alert in 2020 and 2021, and has been developing recurrently and successfully in all educational centers children, primary and secondary, in addition to taking part in cultural, leisure and/or sporting events in the city

Evaluation

What has been the effect of the activities?

Given that we are still immersed in the celebration of the 2022/23 school year, we present below the data extracted from the previous edition of Rodescola 2021/22, which yields a result of 2,842 schoolchildren, who took part in some of the actions that make up the project.
In total, the number of people who agreed to any of its actions, including the extracurricular public participating in any of the events and conferences described in the attached development document, was 4,538 people.

After statistical analysis of the data on bicycle accidents in the population, it can be deduced that the number of users who access their schools by bicycle has grown since the implementation of the project and, therefore, also the accident rate, however, this remains at stable levels year after year. In contrast, we find that the accident rate data for the use of electric scooters has increased exponentially since 2019, when accident data began to be recorded with said vehicle.
The Rodescola project, as a member of our team's catalog of activities for safe mobility, has been recognized and awarded by different national and international organizations and entities, including:

-Brussels 2008 Recognition and second prize from the General Directorate of Energy and Transport of the European Commission to the educational program of the Road Safety Team of the Local Police of Sant Boi de Llobregat

-2021 Malaga. Recognition 3rd place in Bikefriendly Awards, promoted by the Network of Cities for the Bicycle

-2022 Madrid. 1st Prize Small-Medium Municipality Category II Edition of the 2022 International Mobility Awards, created by the Platform of Companies for Sustainable Mobility and supported by the Ministry of Transport and Urban Agenda, the CONAMA Foundation and the Royal Academy of Engineering.

-2023 Rota (Cádiz) Award for Good Practices in Traffic Education 2022 III Edition ATESVAN-Smart Baby Foundation Awards, within the framework of the V Andalusian Congress of Traffic Education.

Likewise, Rodescola, as a training activity, has been visited by numerous police educators from other local populations in our region and from outside it for its implementation in their respective territories.

Rodescola is especially effective in training its participants for the safe use of the bicycle as a short-displacement vehicle and as a tool to promote intermodality between different means of transport.

It also serves and has served as a didactic resource for knowledge of safe maneuvers and road regulations for young amateur cyclists competing in our population, for the benefit of their own safety when carrying out their training sessions among road traffic.

Please briefly explain why your initiative is a good example of improving road safety.

Rodescola is an efficient action to improve road safety given its configuration and objectives, seeking and achieving an improvement in the general mobility of the population and greater autonomy for its schoolchildren, helping to improve pollution levels and promoting the practice of healthy habits. among its participants.
The initiative is easily applicable by other organizations given its sensitizing nature and low complexity, requiring only the initial acquisition of an indeterminate number of bicycles, in the form of direct purchase or receipt of used bicycles, preparation of the project's descriptive report and logistical needs. and personnel for its development.

The information about the project has been reflected in both local and state publications, where the results of the project have been published after participating in forums, conventions, congresses and national award competitions during the existence of the project.
