Centrum dopravního výzkumu v.v.i. (Center for Transport Research)
- is a public research institution established under Act 341/2005 Coll., and the only research organization under the jurisdiction of the Ministry of Transport. It was established by the decision of the Minister of Transport on January 1, 1993 as the legal successor of the Czech parts until then of the Federal Transport Research Institute in Žilina. CDV continues the activity that began in 1954 and thus already has more than sixty years of tradition.

For the purposes of the GČP Index, it creates a methodology and supplies complete documents on a regular basis, which are subsequently used for public communication.

Please describe the project activities you carried/are carrying out and the time period over which these were implemented.

The comparison of road safety in urban areas is conducted by Generali Česká pojišťovna a.s. in collaboration with the Centrum dopravního výzkumu, v. v. i., for almost two decades (note: since 2004). In 2023, a significant innovation was introduced to the index with the creation of a publicly accessible web application available in both Czech and English at www.gcpindex.cz. The application now provides a clear and analytical comparison of 206 cities in the Czech Republic (including 13 regional capitals) and focuses on vulnerable road users such as pedestrians, cyclists, and motorcyclists. Data on cities' accident rates are processed twice a year, allowing for their mutual comparison.

Evaluation

What has been the effect of the activities?

Until 2021, the index was processed in a limited scope, with manual data processing and the publication of brief press releases with limited coverage, covering only 76 district cities and without a focus on vulnerable road users. The creation of the publicly accessible application at www.gcpindex.cz now allows users to intuitively discover the ranking of each city, track its historical development over the past 10+ years, and delve into details regarding vulnerable road users.

Please briefly explain why your initiative is a good example of improving road safety.

The main objective of the project is to raise awareness among individual cities and their residents or visitors about the level of road accidents in their respective cities and how they compare to other cities throughout the country. Through extensive media coverage, the project not only facilitates city-to-city comparisons but also stimulates public discussions and often leads to the implementation of important traffic safety measures aimed at reducing the consequences and number of accidents. No city wants to be ranked unfavorably in the statistics. Press releases serve as a source of information for city representatives, who are confronted by journalists with up-to-date results. Articles in the media are frequently supplemented with information from authorities regarding past and future road safety initiatives and actions.

How have you shared information about your project and its results?

The web application of GČP index is available free of charge and is updated twice a year. In conjunction with each update, Generali Česká pojišťovna releases press releases at both the national level and for each of the 13 regions in the Czech Republic, including the capital city of Prague. The project can be relatively easily transferred to other countries, considering the availability of source data on traffic accidents in each respective country.
