Initiative details
Alcohol-related accidents are one of the most preventable yet persistent causes of road fatalities. In Europe, they represent a significant share of traffic deaths, especially in nightlife settings such as bars, clubs, festivals, and sports events. These are environments where individuals often underestimate their level of intoxication and decide to drive without assessing their fitness. Most of these venues lack accessible and non-stigmatizing tools to help individuals evaluate their condition before driving. Traditional campaigns are costly and not scalable, leaving a gap in continuous on-site prevention. Fline addresses this challenge with the FlineBox, an interactive, self-service breathalyzer designed for high-risk environments. It enables real-time testing, encourages behavioral change, and collects anonymized data to support targeted public safety strategies. This initiative offers a scalable and sustainable solution to bridge the gap between awareness and action, directly reducing risk where it occurs.

Project activities
If you work together with external partners, list the most important partners and briefly describe their role.
Fline collaborates with a wide network of public authorities, local governments, nightlife coordinators, NGOs, and private sponsors. These collaborations are key to the project’s success, enabling deployment in both public spaces and private venues. Public actors help integrate the FlineBox into regional safety strategies and sometimes support funding or logistics. NGOs and institutional partners use the anonymized data collected to better understand alcohol-related behaviors and assess the impact of local campaigns. Private sponsors also play a role in co-financing devices, often as part of responsible drinking initiatives. The FlineBox fosters this multi-stakeholder collaboration by offering mutual value: public safety impact for authorities, social responsibility for brands, and direct behavior change for users. Each installation is adapted to local cultural and operational contexts through close cooperation. This collaborative model ensures the initiative remains relevant, effective, and rooted in community needs.
Please describe the project activities you carried/are carrying out and the time period over which these were implemented.
The FlineBox is an interactive breath-testing terminal that allows individuals to measure their breath alcohol level quickly, anonymously, and without supervision. Users follow clear instructions, receive immediate results, and see tailored prevention messages encouraging alternatives such as waiting, calling a taxi, or using public transport. The device is available in six European countries and operational in over 250 venues. Since 2024, more than 1 million preventive alcohol tests have been conducted. The FlineBox also integrates optional in-device surveys, gathering real-time behavioral data used to inform policy and communication campaigns. The device is low maintenance, runs autonomously, and is produced sustainably. Each deployment is supported by contextual awareness campaigns and data reports shared with stakeholders. The modular system allows for full customization and scalability in both urban and rural environments. Fline also works closely with local authorities and event organizers to ensure alignment with public safety goals.
In terms of implementation, what worked well and what challenges did you need to overcome?
A major success of the FlineBox is its strong user adoption. Testing is entirely voluntary, yet engagement is high, particularly because the experience is fast, anonymous, and perceived as non-judgmental. Many users report being surprised by their result, demonstrating a lack of self-awareness prior to testing. The tool’s impact is therefore immediate and personal. Technically, deploying in nightlife environments presented challenges such as humidity, darkness, and noise, which required engineering improvements. Another challenge was ensuring legal compliance across countries. Some venue managers were initially hesitant, but positive feedback and visible user engagement quickly led to widespread acceptance. A key insight was the importance of trust, users were more likely to test when the device was introduced as part of a fun, preventive experience, not a surveillance tool. Iterative development and consistent dialogue with stakeholders helped refine the solution and scale the project effectively.
Evaluation
Please summarise how you have evaluated the initiative’s impact (e.g. social media reach, survey, feedback forms, statistics).
The FlineBox's impact is assessed through anonymized usage data, questionnaires, and user feedback. Since launch, over 1M breath tests have been conducted. Among them, 64% reported being surprised by their result, and 70% indicated they changed their return plans after testing. These figures show that the device not only raises awareness but actively influences behavior. Data is also used to generate heatmaps and usage trend reports, supporting local stakeholders in targeting high-risk times and locations. Evaluation is continuous and shared with partners to improve campaigns and installations. In addition, qualitative feedback from our partners confirms the tool’s effectiveness and relevance. Its presence is often associated with a greater sense of safety and responsibility in the spaces where it is deployed.
What has been the effect of the activities?
The FlineBox initiative has shown concrete and growing results. It has reached over 1M individuals across Europe. Its influence spans from local impact, such as improved safety in specific nightlife districts, to national visibility through media and prevention programs. 70% of drivers with positive test results changed their transportation plans, contributing to reduced risk on the roads. Local authorities have used the anonymized data to support planning and prevention messaging. The FlineBox is featured in public campaigns and has been showcased in international road safety events. Its dual impact, on both personal behavior and strategic planning, makes it effective at multiple levels. It is now considered a reliable and flexible tool for reducing impaired driving, especially in hard-to-reach populations such as young adults in leisure contexts.
Please briefly explain why your initiative is a good example of improving road safety.
The FlineBox helps individuals make better decisions before they drive, using a practical, technology-driven solution that is accessible in real time. It addresses the issue of impaired driving by providing a voluntary testing experience in social spaces, where risk-taking behaviors often occur. Unlike traditional campaigns, which may feel disconnected from immediate choices, FlineBox creates a direct link between awareness and action. It complements enforcement by offering users the opportunity to test themselves and modify their behavior proactively. Its ease of use, scalability, and adaptability make it suitable for deployment in a wide range of settings. The initiative has demonstrated concrete results, influencing tens of thousands of individuals, and has become an essential element in modern road safety strategies. It encourages a shift from passive awareness to active responsibility.
How have you shared information about your project and its results?
Fline has shared the results of the FlineBox initiative through public campaigns, institutional reports, social media and traditional media coverage. The device has been featured in over 25 media outlets and integrated into awareness actions led by local authorities. The data collected is anonymised and regularly shared with institutional partners to inform prevention strategies. Stakeholders such as mobility agencies have expressed that the surveys and insights produced by the FlineBox are now indispensable. Fline also presents the initiative at events and road safety forums to contribute to collective learning and promote scalable, data-driven prevention approaches.
