Hertfordshire Fire and Rescue Service

What are you doing/aiming to do for road safety?

The Hertfordshire Fire and Rescue Service (HFRS) commits to the European Road Safety Charter for the coming three years.

We are committed to a multi-agency approach of the Hertfordshire Road Safety Group to build partnerships between key service delivery agencies and interest groups, to work collectively to reduce the numbers and impacts of road traffic collisions and to build on existing road traffic collision work using the principle of the six 'E' approach:

1. Engage - HFRS has a unique contribution to bring to engagement with the target groups. We are trusted, have credibility, a proven track record of community safety delivery, are good role models and have the ability to "make it happen".

2. Educate and increase awareness in road safety issues -
We have access to the high-risk groups on a regular basis and are already working within communities. We train our people to ensure that they deliver correct and consistent information.

3. Emergency response -
As core statutory business, we will provide the emergency rescue response for road traffic collisions and our aim will be to get appropriately trained and equipped personnel to the scene of the incident and carry out rescues and secure scene safety.

4. Engineer out the problem -
We are working with partners (County Highways) to identify high risk patterns on the county's roads and to identify the engineered solution. To assist the engineered solution, we will work with Highways in raising public awareness of what road improvements works have been carried out, where they are located, when they were carried out and how they are designed to reduce casualties. HFRS along Highways will utilize the Community Safety Taskforce to explain to the local community the improvements.

5. Enforcement -
We are working with police, local authority road safety officers' part of the Data Analysis group to assist in the direction of enforcement efforts into areas where they are most effective in reducing causalities.

6. Evaluate the impact of partnership events and our prevention initiatives by developing multiagency data sharing and intelligence protocols to influence future interventions and to enable us to track the impact of what our partners and we do.

Eventual partnerships in your commitment

The number of people killed and injured in road traffic collisions is a significant problem for our communities. We are committed to a multi-agency approach to build partnerships between key service delivery agencies and interest groups, towork collectively to reduce the numbers and impacts of road traffic collisions, and to build on existing road traffic collision work using the principle of the six E approach:
Engage – HFRS has a unique contribution to bring to engagement with the target groups. We are trusted, have credibility, a proven track record of community safety delivery, are good role models and have the ability to “make it happen”.
Educate and increase awareness in road safety issues – we have access to the high-risk groups on a regular basis and are already working within communities. We train our people to ensure that they deliver correct and consistent information.
Emergency response - As core statutory business, we will provide the emergency rescue response for road traffic collisions and our aim will be to getappropriately trained and equipped personnel to the scene of the incident and carry out rescues and secure scene safety.
Engineer out the problem – we can work with partners to identify high risk patterns on the county’s roads and work with others to identify the engineered solution including vehicle construction and extrication principles.
Enforcement – we can work with police, local authority road safety officers and others to promote and carry out education and awareness programmes and in some cases in lieu of fines/ other penalties.
Evaluate the impact of partnership events and our prevention initiatives by developing multiagency data sharing and intelligence protocolsto influence future interventions and to enable us to track the impact of what our partners and we do.
