Describe the characteristics of your target audience 
This project will see a diver range of targeted individuals ranging from school children (age 5-15) through the road safety campaign.The implementation of road traffic extrication training to firefighters and trauma training to both police and fire service personnel.There are the unknown elements through the post-crash response where the fire and police service will respond to road traffic collisions to provide on scene service.

Please describe the main road safety challenges/problems you have addressed or are addressing. 
Post road accident collision intervention in line with United Nations (UN) Decade of Action Fifth Pillar (recognises the benefits derived from effective Post Collision Intervention and Care).
What are your objectives? 
Support all blue light emergency services to form the Moldova Rescue Organisation that will deliver a sustainable approach to reducing injuries and fatalities resulting from post-crash road accidents.
Donate fully equipped fire appliances with enhanced road accident rescue capabilities and the required training to operate such equipment that will include Trauma care for blue light services (Police & Fire and Rescue Service).
The provision of support and guidance for Moldova to be a self-sufficient and contributing member of the World Rescue Organisation through the successful delivery of the Moldova inaugural National Extrication Challenge.

Name of action 

Project start-Up – This will be undertaken by UKRO IDP Officers and the Project Manager, and will consist of the development of key areas in order that approval can be sought for the Project to commence, these include:•           Deliver the UKRO IDP Remote Analysis Form to the existing single point of contact (SPOC) and ensure thorough completion,•           Creation of Aims and Objectives for the Scoping Visit and development of a plan to communicate with key stakeholders within the Focus Country, and•           Undertake a suitable and sufficient Scoping Visit.This stage was completed between April - December 2013

Name of action 

Initiating the Project – This will consist of in-depth discussions between UKRO IDP Officers and the Project Manager, where the key areas of work will be identified via:Development of a full and comprehensive Project Initiation Document (PID).It is anticipated that this stage will operate between December and March 2014.

This stage will see the implementation and application of stage 1 and includes:The creation of a bespoke 5 day Road Traffic Collision (RTC) operators training course (For Fire service middle managers)The delivery of associated training materials including PowerPoint presentations and videos (translated to Romanian)The delivery of the RTC operators training package (in Moldova)The provision of support and guidance for Moldova to develop their Rescue Organisation.The provision of WRO Rescue Challenge Concept (RCC) Protocols, Standards, etc.The attainment of Level 3 WRO Membership following the formal creation of a Macedonia Rescue Organisation.Source and deliver fire appliances and equipment including road accident capabilities.

This stage will see the implementation and application of work previously identified that includes:The creation and delivery of a National Extrication Challenge against WRO Standards,Deliver training for future Logistic requirements of National Extrication Challenges,Deliver training for future Challenge Management requirements of National Extrication Challenges,Deliver training for future Assessor requirements of National Extrication Challenges,The provision of a Senior UKRO IDP Representative for the purpose of Quality Assurance (QA) in relation to the WRO Membership processThe attainment of Level 2 WRO Membership following the completion of the National Extrication Challenge. Application to WRO will be required.The provision of a bespoke Road safety programme to be delivered in schools by UKRO IDP road safety experts supported by both UK and Moldova road safety NGO’s

This stage will include:On-going sustainability of the National Extrication Challenge, against WRO Standards, through the continued development of a Moldova Rescue Organisation. The delivery of a second National Extrication Challenge The provision of a Senior UKRO IDP Representative for the purpose of Quality Assurance (QA) in relation to the WRO Membership processExplore further options for the donation of aid (fire appliances and equipment) in conjunction with partner organisationsSupport Moldovan Rescue Organisation.

Evaluation

What has been the effect of the activities? 
The project will be continually evaluated over the course of the project and measured against the current available statistic in the following areas -• Number of road accidents over each twelve month period• Number of Injuries resulting from road accidents over each twelve month period• Number of Fatalities resulting from road accidents over each twelve month periodEach of the above will be categorised by - type pedestrian, two wheel, four wheel, horse and cart, HGV etc.The expectation will be that there is evidence to support a decline in road accident and injuries/fatalities over the course of the project.This evaluation process will continue through the Moldova Rescue Organisation and will feed into the WRO.
How have you shared information about your project and its results? 
• The project results will be presented to the UKRO and WRO committees through the submission of the end stage project report by the UKRO IDP project team.• The Moldova Rescue Organisation will be responsible for producing an annual report for submission to relevant Government ministers and will include road safety NGO partners has highlighted above.
