Road safety is often viewed as a transport-sector issue, while the role of employers, transport purchasers and public organisations remains largely overlooked. Yet work-related mobility has a major impact on road safety. In Sweden, approximately 45% of all fatal road crashes involve work-related travel or transport activities, either because a road user was travelling for work or because a work-related transport was involved.
At the same time, many organisations do not systematically address road safety within their occupational health and safety management, sustainability work, procurement processes or transport operations. Significant safety potential remains untapped, particularly regarding safe speeds, seat belt use, safe vehicles, impairment prevention and safety requirements in purchased transport services.
The initiative addresses this gap by helping organisations understand their responsibility for road safety and by providing practical support for integrating road safety into everyday management processes. It targets employers, transport operators and transport purchasers across both public and private sectors, recognising that nearly all organisations generate travel and transport that affect employees, suppliers and other road users.
The overall challenge is therefore not a lack of technical road safety knowledge, but how to embed road safety into organisational decision-making, leadership, culture and management systems.

Please describe the project activities you carried/are carrying out and the time period over which these were implemented.
Trafiksäkra verksamheten (Safe Organisations) was initiated by the Swedish Transport Administration as part of the national road safety programme and has been developed since 2022 in cooperation with the Swedish Work Environment Authority, researchers and industry organisations.
The initiative consists of a national knowledge platform providing practical support for organisations. Activities include the development of six guidance documents and accompanying checklists covering business travel, freight transport and passenger transport, aimed both at employers/operators and transport purchasers. The programme also includes an inspirational handbook on systematic road safety management and safety culture, based on international research and illustrated through real-life examples from organisations in different sectors.
All materials are freely available through a dedicated web platform. Dissemination activities have included collaboration with government agencies, employer organisations, transport associations, municipalities, regions and other networks to reach target groups through trusted channels.
To support long-term implementation, the programme has also developed a framework for monitoring organisational road safety maturity. During 2024–2025, large-scale actor surveys were conducted among municipalities and companies to assess how organisations manage work-related road safety and transport safety, creating a foundation for future evaluation and continuous improvement.

In terms of implementation, what worked well and what challenges did you need to overcome?
One of the key strengths of the initiative has been its broad partnership approach. The collaboration between the Swedish Transport Administration, the Swedish Work Environment Authority, researchers and industry organisations created strong credibility and ensured that the material addressed real-world needs. Stakeholder involvement throughout the development process increased both relevance and acceptance among target groups.
Another success factor was framing road safety as both an occupational safety and sustainability issue rather than solely a transport issue. This enabled the initiative to engage sectors that would not normally participate in road safety programmes.
