New preventive and educational program of the Croatian Automobile Club "Safe E-Scooter Riding"

In the Republic of Croatia, nearly 400 e-scooter accidents were recorded last year, causing two deaths. In the first seven months of 2025, there were already 365 accidents and over 100 serious injuries. Many involved minors, while accidents involving children using personal transport devices have also risen. 

Therefore, the Croatian Automobile Club has launched a new preventive and educational program focused on safe e-scooter riding. Representatives from four affiliated clubs were provided with e-scooter simulators and trained to independently implement the program in their local communities. The initiative aims to enhance traffic culture and promote safe mobility, particularly encouraging the development of children and young people into responsible, informed and respectful road users.

The program aligns with the National Road Safety Plan which supports preventive activities and the creation of new traffic training grounds for children. It responds to the increasing use of electric bicycles and scooters which are gaining popularity due to their convenience and environmental benefits. However, this rise also brings challenges as many users lack full awareness of traffic rules and risks causing pedestrians to often feel unsafe sharing space with these vehicles.

The program emphasizes the need to embrace new mobility solutions while minimizing risks and improving overall road safety. Systematic education is the key to this effort, aiming to foster long-term behavioral changes that will improve traffic culture. The training for club representatives included traffic regulations related to e-scooters, their technical and operational features, simulator use and practical exercises to be conducted at traffic training grounds.
