Technical norms have the task of defining the national framework for safe traffic facilities for standard situations. They show how the road environment should be planned under the best possible conditions in order to ensure a sufficient flow of traffic under safe road conditions for all road users.
Facing the challenge that road design can only be carried out within the legal framework in each country design units identified the problem that international innovative road design measures can not be applied since they can not be approved.
In the case of the Kyrgyz Republic concerns were raised by the design unit that the implementation of recommendations, which do not fall within the accepted practice in the country should go through a separate approval process.
Consequently nast consulting developed a Design Exception Procedure for the design and approval of safety treatments that do not comply with existing official road construction standards in the Kyrgyz Republic. During Road Safety Audit Trainings conducted by nast consulting in September 2024 discussions were held with key stakeholders that the objectives of the Technical Committee TC55 of the Kyrgyz Republic could be amended in order to allow the committee to deal with the application of foreign road design standards in addition to GOST in order to increase road safety.
The modified regulation on the technical committee for standardization TC-55 "Automobile roads and transportation facilities" by orders of the Ministry of transport and roads of the Kyrgyz Republic dated April 27, 2017 № 155 and the Center for Standardization and Metrology under the Ministry of Economy of the Kyrgyz Republic dated April 28, 2017 № 23 was accepted in 2025 and the objectives of the Technical Committee TC55 have formally been amended that allows the validation of foreign road design standards to be accepted simultaneously with national regulations in order to increase road safety.
