Croatian Automobile Club (HAK) presented the preventive-educational program “Safe E-Scooter Riding” to colleagues from Austria (ÖAMTC) and Bosnia and Herzegovina (BIHAMK)

The Croatian Automobile Club organized an international presentation on November 7, 2025, of the new preventive-educational e-scooter program “Safe E-Scooter Riding”. The rising use of e-scooters among younger population, which has led to more accidents, sparked international interest in HAK’s program experience.

The program responds to the growing use of e-scooters as a simple, practical, eco-friendly transport mode, addressing increased accidents and users’ lack of traffic rule awareness.

The presentation was organized for exchanging experience with the national automobile clubs from Austria and Bosnia and Herzegovina, held at the Vinkovci Automobile Club premises where the program is being implemented.

HAK’s President, Mr. Ivo Bikić, welcomed attendees saying: “We are organizing another presentation for safe participation of e-scooter riders. Usually, these are children who should be older than 14 to ride. Unfortunately, despite all the benefits of e-scooters, there are negative and dangerous aspects. More often we witness children injured in traffic because they don’t know or don’t follow rules. Currently, we conduct optional education in Vinkovci, Osijek, Križevci and Split, which plans to expand to five or six more cities in 2026. We are especially proud of the interest shown by automobiles clubs like Norway’s and today’s Austrian and Bosnian clubs, as well as Portugal. They want to adapt our practice and programs for their areas and we would be very proud if they do. The issue is the same everywhere: micro-mobility means are common, practical and trendy, but unfortunately also bring traffic risks.”

A representative from the ÖAMTC, Ms. Ellen Dehnert, highlighted her experience on the e-scooter simulator and stressed the willingness to make it part of the education in Austria. A representative from BIHMAK, Mr. Tarik Misić, noted the lack of e-scooter legal regulation there despite high speed and unsafe conditions, praising HAK’s education and practical setup.

The program consists of an interactive lesson for learning traffic rules, then it emphasizes simulator driving and assessing personal skills and reactions, followed by practical exercises on a bicycle training ground. It is based on experimental learning, combining theory and practice, supported by modern technology and training grounds like the Vinkovci facility, aimed at improved overall road safety.

The program is designed according to the HAK’s children and youth education manual “Become a Safe Bicycle and E-Scooter Rider”.
